Growing from seed is the slowest route into bonsai and the cheapest, provided the seedlings actually make it past their first winter. Germination needs warmth, steady moisture and far more light than a windowsill gives. After that the work is patience: pot up into training containers, mist rather than soak, and feed lightly with something organic.
